Franklin County


Tipping fees finance the county’s solid waste operations. The Solid Waste Superintendent manages the day-to-day operations, and the Public Works Director determines the annual budget, which must be approved by the Board of County Commissioners.

Municipal Solid Waste (Trash)
Solid waste collection is available to most county residences and businesses. Customers must contact one of the various disposal companies to set up an account for curbside pick-up. Residents are typically billed by the disposal company and not through the cities.

Transfer Station Fees

Franklin County operates a transfer station, located approximately two miles northeast of Ottawa. Waste is accepted from municipal and private haulers, as well as individual county residents. Residents may deliver trash or construction debris to the transfer station using their own vehicles.

There is a fee for using the transfer station, which helps to pay for facility operations and equipment. The County operators are trained to sample loads and keep records, and may reject loads containing unauthorized waste. Construction / Demolition Debris
Individuals and businesses may haul construction debris or similar wastes to the transfer station, where it will be buried in the county’s Construction and Demolition Landfill. Disposal fees are assessed according to the load weight.
Only approved construction and demolition debris may be placed in this landfill, where each load is visually screened at the scale house to determine if it is acceptable for disposal. ​

Recycling
The county maintains a mobile recycling collection trailer that is routed between four communities within the county monthly. County residents are invited to place their recyclable materials into the source separated bins on the trailer while it is in the community closest to them. ​The county also owns collection trucks that are used to collect and transport recyclable materials from more than 160 businesses within Ottawa city limits and the unincorporated areas of the county. ​​

The City of Wellsville has contracted with Ottawa Sanitation to provide a weekly voluntary residential curbside recycling collection service, where the cost of the service is added to their water bill.
County employees transport the collected materials to a 7,200 square foot permanent recycling center located in Ottawa, where they are sorted, separated, and baled before being shipped offsite to external vendors. County residents may drop off items for recycling at any time, FREE of charge.
Items for recycling must be rinsed clean and free of food, but labels do not need to be removed.
Accepted materials include:
⇒ Plastics - PET #1 and HDPE #2 milk jugs ONLY
⇒ Glass - All colors. Remove lids. Container glass ONLY - NO dishes, Pyrex, ceramics, windows, etc.
⇒ Metals (steel, tin, and aluminum cans, clean pie plates, food containers, and aluminum foil)
⇒ Cardboard and Paperboard (cereal boxes, pasta boxes, shoe boxes, clean pizza boxes, etc.)
⇒ Office/ Mixed Paper (copy paper, envelopes, junk mail, flyers, etc.)
⇒ Shredded Paper
⇒ Newspaper and Magazines

Household Hazardous Waste
Wastes are typically considered to be Hazardous if they have labels with the words “Warning, Caution, Poison, &/or Danger”, as they usually mean that the product had ingredients that may have one or more of the following characteristics:
Corrosive, Toxic, Flammable or Explosive.

The county has a Household Hazardous Waste program and accepts approved waste, for a fee, from residents during regular business hours. NO out-of-county waste is accepted. NO business or commercial waste is accepted. Examples of these wastes include, but are not limited to:

** Re-Use Program
Limited quantities of usable products (oil-based paints or stains, spray paint, car wax, pesticides, etc.) are available to organized groups and the general public. These re-use products are available for pick-up during regular hours of operation.​



Batteries
Used batteries are typically accepted at local battery dealers for recycling. Lead-acid batteries are accepted as part of the county’s HHW program in order to be recycled. Lithium-ion batteries are NOT accepted at this time. Batteries will NOT be accepted into the general waste stream.
In order to reduce the risk for battery-related fires and to keep them out of the landfill, transfer station operators look for batteries while performing their random inspections of waste or recycling loads. EV batteries are NOT accepted at the transfer station or as part of the county's HHW program.

Electronic Waste
E-waste (computers, TVs, printers, DVD players, phones, etc.) is not currently being collected or accepted for recycling by the county. It will be treated as regular solid waste.

Waste Tires
Tire dealers in the county accept used tires for a fee. Used tires are also accepted at the transfer station for a fee. An approved contractor periodically picks up the tires for disposal, where recycling is strongly advocated. No tires are accepted in the general solid waste stream.

Compost / Yard Waste
Backyard composting is highly encouraged for county residents. Grass clipping, leaves, and plants are accepted at the transfer station, FREE of change, where they are added to the compost pile. The County utilizes finished compost for cover on the C&D landfill.
Limbs and brush are accepted at the transfer station for a fee, then stockpiled and burned in accordance with state regulations. Wood or tree branches that have been chipped are stockpiled and given away to the public for mulch.
